The socialist Zionist Nahman Syrkin, the ideological founder of Socialist Zionism, proposed in a pamphlet published in 1898 entitled "The Jewish Question and the Socialist Jewish State" that:

"Palestine thinly populated, in which the Jews constituted today 10 percent of the population, must be evacuated for the Jews." (Expulsion Of The Palestinians, p. 7)
